That's called a "rollover image" and is accomplished by making two images of your button in whatever Paintshop program you have. One is the visible 'default' button and the other (in this case) is lighter with an electrical effect. You then write your HTML code to cause the electrical image to replace the default image whenever the cursor is over it.
