This is the best editor I've used for this kind of stuff (even if the palette is hard to set due to that it takes much time. could work out a easyer way). It've helped me alot in my translating of snes games!

Well, this crazy editor enables you to manipulate
the sprites (tiles) in various ROMs.
You can make funny stuff like a "Dildo-Tatanga"
in Super Mario Land and post your own special editions
to show the whole world what an ill crazy mind you are.
